The FBI needs to put a honey pots out there, They need to put one of those I-phone vending machines up near the protest sites, have all the phones sending all conversation, location, and texting (key stoke logging) data to a server. Should lead to easy arrests, and I can't think of any reason that the criminals should expect privacy on a stolen phone.
The iPhones and iPad pro models are still worth a good bit of money in parts alone. There are also counterfeit or hacked main boards out there which can be swapped into them thus making the iPhone or iPad appear brand new to the unsuspecting buyer.
