Be aware that the NYC official "murals" were supposedly done with 2-part road paint, which should hold up to moderate pressure washing. I still say the petroleum solvent NOT WATER) based asphalt sealant is more aggressive and hard to remove.
Between this and asphalt sealant and paint thinner suggestions, can we have a controlled experiment and try a different idea on each letter in the BLM street graffiti and then compare the results?

I've been painting for almost 20 years. I believe the "almost never dries" bit...
but clean up with a power washer? wtf are you talking about. the biggest power washer you'll see a contractor own is absolute MAX like 4200psi, typically it's more like 2800-3500psi & what's the output? at best you have that rotary 0 degree power nozzle... but at that point it has nothing to do with oil paint in top & frankly I doubt you'd even remove a majority of an acrylic paint that's freshly applied. even if the paints been there awhile you're still going to have to work
I mean... probably, but it's all pressure at that point, you're just moving it down the road. only time I saw a big oil paint spill we used mineral spirits to dilute and a shop vac to scoop. but I just don't see it really dming shit to the paint underneath
They'd probably end up grinding a layer of the asphalt off instead of using a power washer because the oil could/can then get into the water table. Grinding the roadway off is a common practice when it comes to the ease of replacing asphalt quickly, as it can be recycled and put back down later on. The oil or other impurities are heated at such a high temp that they are burned off or vaporized and new additives are put in so it can be reused.
Dawn soap will solubilize most oils,and is often used to clean up animals caught in crude oil spills. I'd imagine it would work at least somewhat similarly for an oil based paint. Although you'd still have staining issues to deal with.

Also I've been learning how to deep clean my bicycle chain... Turns out soaking and shaking in mineral spirits, then degreaser, then denatured alcohol is the play.

There are always a certain number of people who will take things literally. And although the paint might not be slippery, it would adhere to tires and get spread all over other streets. The mess would give vengeful city government cause to go after whoever painted over the graffiti.
Or maybe show them that the government sponsoring and painting a gigantic anti-police political message on the street in front of the President's building wasn't the best use of tax dollars?
