One of the tasks of fighting ISIS-style insurgents is identifying the enemy apart from the civilian population in which he conceals his position.

Simply by mounting these public operations the feds can surveil, track, find, and fix individuals and embedded cells of previously-hidden organized enemy elements as they become activated and abuzz with communications and coordination activities that are clearly distinguishable from the normal rank hustle and bustle of a chaotic Democrat-run hellhole.

(The same systems used in Sadr City are in use over Chicago, except with a decade of tech improvements)
