Sealing off a few city blocks while kicking in doors with search warrants and hauling out perps to the waiting prison buses would be a good part of a plan. Taking out tons of weapons and drugs should be a big part of the plan. Having Health and Human Services ready to take in a bunch of displaced or kidnapped children and trafficked women should also be included in the big picture.
