Cartels don't even really target and kill judges in Mexico (it's not common). Much less the US. Even if they're in Mexico and tbey sanction a hit on US soil, they're asking for life in a federal prison or the death penalty-
Hell, the former leader of the Gulf Cartel (Osiel Cardenas Guillen) held to US federal agents at gunpoint in Matamoras, Mexico. When he was finally captured- extradited to the US, the charge added atleast 5-10 years to his sentence. And again, he did it on Mexican soil.
