I think that by the time someone has become a high-level judge they know whether they can be relied on or not. The face that this judge was an Obama appointee, they probably believe she would do them a favor. When she refused, she's broken the rules and they call in the hit.
No, he hit exactly the target. Now she has a chance to toe the line before she loses more family members. No good to them if she is dead they would have to do this with the next judge.
Could be the payment is to his family. Or he was just a loose end to be disposed of. It is safer to dispose of loose ends and if you don't end up paying that's a nice bonus.

Another perhaps more likely possibility is the hit was done professionally and then they suicide some poor fool who could possibly have a plausible vendetta. Hiring lawyers with no experience as hit men seems pretty risky.
