That really makes no sense to me. How do they figure that someone from the legislative branch of government should take over the presidency if something happens to our president and VP? Which is the executive branch. It should be Secretary of State after the VP. And I could have sworn that's what I learned back in my civics and history classes when I was going through school.
You're not alone. I believe it was Alexander Haig who made the same remark when Hinkley attempted to assassinate Regan. I'm not sure when/how this happened, but congress was given the authority to define the line of succession in the case that both the president, and vice president are disabled at the same time.
