A lot of EOs reinforce existing laws. It's the Executive Branch's duty to oversee the execution of laws. An EO is at the least a declaration that the branch will focus enforce a law. If the law doesn't exist but should and Congress isn't doing anything about it, the Executive Office can declare the law. The law can in turn be quickly fought in court to provide the Check and Balance.
As for why this particular EO is required, well the left wants to count its imported number to fluff up it's power in its populated areas. Likewise the left is spreading their imported numbers out to try and enforce their ideologies in the less centralized locations. This EO will gut most of that.
It's important to frame this as FOREIGN NATIONALS being given voting representation. Illegal immigrants are viewed by the left as second class US residents, it's important to drive home the point that they are ALSO citizens of a foreign country, not just "nationless" transients.

There's already SCOTUS precedent for the proposition that since illegal aliens are allowed by most (all?) states to be enrolled in public schools, and since the feds kick money to the states to fund schools based on the number of students enrolled, and because congresspeople represent all the people in their districts - legal or illegal - then illegals must be included in determining how many legislative districts and the parameters of those districts. This is why Maxine Waters and Ilhan Omar can get elected - their districts have a tiny handful of legal voters plus loads and loads of illegals / non citizens. Mad Maxine's district is loaded with Haitians who are here legally due to being allowed 'temporary' refuge from the Haitian earthquakes long long ago, but they aren't citizens, so Maxine can get elected in a district with only a very small number of actual legal voters. I don’t disagree with the bump stock ban in spirit. It is designed to do one thing. I do take an issue with anyone who says that shit is effective in combat. Sure, if you trained with it a lot, but the mass shooting nonsense is already by crazies who usually shouldn’t have had a firearm in the first place. If you are going to do that much planning there are better more illegal ways to go full auto.
You can replicate the effect of a bump stock with a shoelace if you know what you’re doing.
I can also modify or build a lower for full auto. It really isn’t worth the risk and if I want to get into that club I could buy my way in.

I would agree with 21 for everything, but the problem comes with kids who have deadbeat parents, or parents who have deadbeat kids and want to separate on the kid's 18th birthday. Now they have to wait 3 more years for no particular reason? If the kid isn't going to college, that's 3 years of just wasting time and sitting around at home because they're a "minor" still.
And that's not to mention kids who are mature at 18 and ready to go live on their own. Kids who are more than happy to learn a trade and start working before they're 21 and don't need college. But if we make the legal age 21, those kids run into unnecessary road blocks.
Personally I think the good outweighs the bad, for the most part, but I don't think it's such an obvious answer.

I'm speaking in the context of the above poster's comment. Slaves shouldn't have been counted as they were not actually being represented, and were, by definition, property. We don't base representation on number of houses or cars, or livestock owned. Likewise most laws enacted under the Constitution wouldn't have much impact on a slave as they were governed by state laws and by their owners whims. The only federal law that could really affect a slave was gaining the right to vote and emancipation. The later better offered before the former.

Poor wording in Constitution is the problem here. Census was to count ‘all persons’. It does not specify ‘citizens’. Though there may be a way to justify not counting illegals. Indians were excluded because they didn’t pay taxes. The same argument may include illegals if it applied to indians. I am definitely not a lawyer though. 😀

I would agree with that premise. The idea is to distribute representatives and non-citizens have no right to representation.
They can get counted in the census; they just won't get counted for making voting districts. Come in illegally, you're a squatter and a guest of wherever you're squatting, which has a vote proportional to its citizens and other legal residents.
It is really interesting that it says “adding to the whole number of free persons” and not citizens. It does seem to put it at odds with the subsequent constitutional amendments addressing voting rights, which did use “citizens”.
There was a period of time where not every person was free, not every free person was a citizen, and not every citizen could vote.
Not to get all tin foil hat but free persons are different than citizens. People have rights, citizens are ‘subjects’ with privileges.

Why does that even require an EO?
America has been invaded when you see the top democrats pushing a lot of this Anti-American crap have been in politics for 40+ years.
A lot of EOs reinforce existing laws. It's the Executive Branch's duty to oversee the execution of laws. An EO is at the least a declaration that the branch will focus enforce a law. If the law doesn't exist but should and Congress isn't doing anything about it, the Executive Office can declare the law. The law can in turn be quickly fought in court to provide the Check and Balance.
As for why this particular EO is required, well the left wants to count its imported number to fluff up it's power in its populated areas. Likewise the left is spreading their imported numbers out to try and enforce their ideologies in the less centralized locations. This EO will gut most of that.
It's important to frame this as FOREIGN NATIONALS being given voting representation. Illegal immigrants are viewed by the left as second class US residents, it's important to drive home the point that they are ALSO citizens of a foreign country, not just "nationless" transients.

There's already SCOTUS precedent for the proposition that since illegal aliens are allowed by most (all?) states to be enrolled in public schools, and since the feds kick money to the states to fund schools based on the number of students enrolled, and because congresspeople represent all the people in their districts - legal or illegal - then illegals must be included in determining how many legislative districts and the parameters of those districts. This is why Maxine Waters and Ilhan Omar can get elected - their districts have a tiny handful of legal voters plus loads and loads of illegals / non citizens. Mad Maxine's district is loaded with Haitians who are here legally due to being allowed 'temporary' refuge from the Haitian earthquakes long long ago, but they aren't citizens, so Maxine can get elected in a district with only a very small number of actual legal voters. This EO will fail at the SCOTUS. I assume POTUS Trump knows that and is merely using this to rope-a-dope the dems into screeching about it and bringing the issue out into the open so normal people can see what's going on.
