I suspect he's getting closer to "let him enforce it" territory. District judges have been unconstitutionally abusing their power for years by way of nationwide injunctions and should not have authority to issue injunctions outside of their districts.

Judicial activism has no place in our society. A counterclaim should not warrant emergency injunctions without first having direct proof of, malicious harm or ongoing loss of life.

I think Trump is back on the offensive and is gonna stop being on the defensive especially in regards to the Chinese virus. It's go time.

It's gonna happen, sure, but then Trump's lawyers can fight it all the way to the Supreme Court. It's beautiful that the President can declare that he will enforce existing laws. It's beautiful that someone can take an existing law to court. It's beautiful that said law can be argued.

Not that I'm against Trumps Executive Orders, I'm just glad that in our country, all of this process remains available. Trump knows it, and likely has his team ready before he officially puts out the EO cause he expects opposition in the courts.
