Many cities are completely submerged right now and the rain is still falling. There's real concerns that the dam could collapse in the coming days or weeks.
What you are looking at is a live shot of the Three Gorges dam in China with it's emergency flood gates open (the white jets of water in the middle of the screen). They are releasing water from the basin behind the dam in order to releive pressure on the structure. Some reports say that water is coming into the basin faster than it can be released. If so, the water would continue to rise above the safe level for the dam and could result in a failure of the dam,
Repeatedly Filling the gorge, releasing the water, refilling the gorge, is going to collapse the sides of the gorge. Then they are really screwed.
