Burning documents is a normal process for an embassy/consulate when they move/abandon post. I’m sure they even do burns on at weekly basis at the least, if not mass shreddings to get rid of sensitive materials. We do it too.
Don't disagree...yeah..burning, shredding is normal. Can't speak for Chinese protocol, but DOD it's done on a daily basis. 4 burn barrels out in a courtyard and neighbors calling the fire department because of the smoke...reeks of panic.
