Almost. They have this same crap in u.k. and it led to banning guns and knives. It could be taken as the state has a responsibility to protect you. While do out source protections to police, it does ultimately lay with the individual. However if we are paying for it then they need to follow through.

IMHO, there are way too many ifs, ands, and buts in order for this to become a law. If a city was acting at full capacity to control riots, they shouldn't be penalized. Then, you have the school of thought that the police under certain circumstances can make things far worse. Does it apply to people who are injured by police while rioting? I'm Gemini, so one-sided made once every last rioter do you get a bullet in the head, while the other is asking what will happen if I ever need to riot, (which I'm way too old and fat to do).
