I have a friend who did deliveries down there. He said the homeless would take their handout money, go to Safeway and buy all the 2 liters bottles of pop they could afford. Then they'd go out front and dump it all down the storm drain and then recycle the bottles to get cash. That's a Dem run environmentally conscious city for you.
