I'm exclusively on mobile and just got into the meme war. I've been using 'Meme generator free'. There's hundreds of templates. You can create your own stickers from other photos and add them in. I also use another app for more in depth photo editing called Polish.
Together they work great.

There was a pocket park right next to Pike Place Market that was full of camping homeless (so helping screw up a major tourist draw), and we were told it was unsafe to walk 1/2 mile from a high end Belltown restaurant to our waterfront Marriott after dark. The rot was very much already setting in that long ago.
