There was a column by grammarian William Safire called "Fumblerules", wherein each grammatical rule was illustrated by a sentence that broke it.

The one you're referencing was "Avoid commas, that are unnecessary." There were about 15 in total, though other authors have added to the list as time went on.

(My favorite was "No sentence fragments.")
