Congress is the Senate and the House combined, at least in the US. You could say he was in the House, and you could say he was in Congress, but you couldn't imply the Senate is not in Congress.

that's cool but let's not pretend they don't differentiate and call members of the house "congressmen" and members of the senate "senators"
