This is the correct answer. At the time of Obama’s birth, you basically had to be 18 to “transmit” citizenship to your child if the child was born outside the country. You had to reside in the US for x number of years after the age of y to transmit citizenship (I’m too lazy to look up the values of x and y in the INA). His mom was 17 at the time of his birth, which means that if he was born outside the US he would not have been a natural born citizen.
For what it’s worth, I think Obama was born here. But I think he lied his ass off about being born in Kenya (like in his author’s blurb) in order to get scholarships and other benefits.
