I might otherwise agree with that but the structure of this picture looks lifted from TV, not a high resolution bitmap or vectorized image to hide obvious alterations.

It looks legit from this picture. The artifacts are consistent across all text outlines, like an overly sharpened TV or lower resolution video. Source if you have it.
