Or maybe he was always a piece of shit. Just controlled opposition to talk tough but do nothing. This is why he and Chaffetz left congress, because they knew they had to actually do something now that Trump is president and they didn't want to get exposed as frauds, likely hoping to return once Trump isn't president.
