Note, the FDA link says that surgical masks absolutely don't stop the virus but then goes on to say they recommend a cloth mask... which makes no sense... furthermore when you click the link in that article to the CDC it says they MAY help... not that they DO help...

This is the big reason, IMHO. Before places made it mandatory, I saw Karen's talking about how masks could help, one way isles could hep, etc. and soon stores put down arrows, etc. to appease them and make them feel good. Soon, politicians did the same to buy votes.
In our systematic review, we identified 10 RCTs that reported estimates of the effectiveness of face masks in reducing laboratory-confirmed influenza virus infections in the community from literature published during 1946–July 27, 2018. In pooled analysis, we found no significant reduction in influenza transmission with the use of face masks
Even worse, if you go to the CDC website regarding coronavirus, they have added a link to the words "studies and evidence" regarding masks being effective. Their link takes you to a very long list of medical guidelines regarding operating rooms and Healthcare professionals precautions in various situations. The CDC can't actually find any of their "studies and evidences" to support masks.
Masks can be beneficial when the correct kinda is used (properly fitted N95), in the correct environment (i.e. properly ventilated OR) with proper sanitation and training.
That re-used cloth mask you touched 20 times, shoved in you pocket, etc. is is more then useless.
