I understand that's where the initial labor force would come from, but there are plenty of medium sized towns in Texas that could grow to accommodate a new plant and people could commute for the short term. Ex: Midland/Odessa has a population of 176,000 and is within driving range of probably several thousand more rural ranchers whose children and family members might need jobs.
This is the problem with manufacturing nowadays. It used to be that companies would situate factories in new, budding regions to spur growth. Now they just plop them down in the middle of a city and force anyone who wants a decent job to move to these cancerous cities.
and then those towns end up becoming cities? There's towns in TN with 5 Walmarts and more drive thrus than farms.
