True but at the same time there are forces within the system that incentivize poverty. Biggest example is Welfare. I know people that live in the "projects" that get inspected once in awhile by social workers to make sure there's no father in the house because if there was, that would be a violation. Also, having a fatherless child also renews your welfare.
Keep in mind he is pro UBI due to the imminent technological supremacy that will cause a MASSIVE reduction in human labor. Eventually the output of goods and services will be extraordinarily high, and giving UBI will be a way to have a more equitable allocation of wealth. Or else you will have the likes of Bezos with massive robot labor and we will head down corporate feudalism, which is not exactly ideal in preserving culture and freedoms.
