True but at the same time there are forces within the system that incentivize poverty. Biggest example is Welfare. I know people that live in the "projects" that get inspected once in awhile by social workers to make sure there's no father in the house because if there was, that would be a violation. Also, having a fatherless child also renews your welfare.
