It depends on how how you frame universal values. I always liked the line, "Don't hurt people and don't take their stuff." Something Marxists have a huge problem with. And yes, taxation involves taking people's stuff. And something even non-believers can agree with.
I wouldn't consider Judeo-Christian values universal, since for most of human existence, humans have been pretty awful.
Plenty of saints bathed lepers. But nobody ever became a saint by taxing everybody else in order to set up a bathe the leper foundation where the would be saint skimmed 10% off the top for administrative expenses.
Except for that one guy in the bible who tried that kind of accountancy crap, he made 30 pieces of Silver for his effort, but is generally looked down upon.
