13/53 is false. It's closer to 3.5/53. These crimes are committed by black men, age 16-45. So right away you drop to 6.5% of the population. Then you have to subtract out everybody younger than 16, and older than 45. Conveniently those numbers are not available, but no way is this group more than 5% of the population. Maybe not as low as 3.25%
5/53 is being generous, and is drastically different than 13/53. We need to be honest about these facts.

Those numbers are totally fabricated. Take out hispanics, take out middle easterners, take out arabs, take out north africans. Even when you leave all that in you see blacks are incredibly violent, but that's not a clear picture. It's a very small portion of black people doing all that violent crime.
Before we can arrive at any solution, we need to face the problem.
First you have to strip the numbers of hispanics, middle easterners, north africans, and arabs from whites. By the time you do that you have like no crime left committed by whites. They won't give us numbers like that though; I wonder why?

Owning and driving a car is a big expense. Look at a typical day of public transportation and you'll see who can and can't afford to or legally can't.
Insurance, payments, repairs fuel. Etc.

Whites protect the victims, with (rightfully) limited regard to the well being perpetrators.
Blacks protect the well being of the perps with (inexplicably) limited regard to the well being of the victims, who are overwhelmingly (90%) other blacks.
