Depends what kind of "gas". Some forms of riot control gas are actually aerosols: liquid vapor (i.e. sprayed from a spray can), or sometimes even dry powder sprayed into the air. Cloth across your face will partially block those. Other riot control agents are ACTUAL gases, and go through cloth as easily as oxygen does.
