Out of the initial batch mailed a week earlier, 97 out of 100 votes had arrived. Three simulated persons, or 3% of voters, were effectively disenfranchised by mail by giving their ballots a week to arrive. In a close election, 3% could be pivotal.
Four days after mailing the second batch of mock ballots, 21% of the votes hadn't arrived.
And the only reason they got 97/100 of the first batch is because at first they hadn't received any of them, complained to USPS and they they were magically found somewhere else (i.e. the trash can likely).
"A week after initial ballots were sent, most ballots appeared to be missing from the P.O. box.
"I don't see anything back there for you," a postal worker told Dokoupil when he received the mail. "That's all I have back there right now."
After asking for a manager and explaining the situation to them, the votes were found.
"They had them somewhere else," the postal worker said."
It is actually surprising how mail can get lost and then is magically found. I don't even understand it.
I sell things online often, and just in the last month alone I've had multiple packages not scanned in at the same time as other packages I dropped off in the same bin at the same time.
Like it's just a fucking bin. They took out the other packages and scanned them, and delivered them, but sometimes they leave in there for...reasons? And for some odd reason they don't do anything with it for several days...until I file I case, and magically POOF "Wow we found it! We're gonna start mailing my it now!"
Like seriously what happens? If they hadn't scanned it and just didnt update tracking I could understand, maybe he barcode is messed up. But that's not the case, everytime it only begins being sent after I file a case. Like it's sitting somewhere and they are purposefully not doing anything with it unless I say something.
I think it's a strategy to keep volume down. If you never complain they just keep it and it doesn't add volume to the mail system. If you complain they grab it off the "ours in 30 days" shelf and send it for you

What happens is that government workers get tenure and they can be as lazy as careless as they please with zero consequences.
