Seems like it's mostly the prerogative of the city council. I'm completely fine with their elected city council Democrats destroying their own city as a nifty local experiment.

I don't know how this works but I've never heard of anything like this. Usually when a council takes a vote it takes forever before it goes into effect. It seems like this was rushed in with no input or discussion. If the Mayor and CoP decided to uphold their oath of Office to defend the public, I think they'd have a winning case. This way they can certainly be sued for failure to do so.
