Largely, those were vehicle bollards that kept vehicles loaded to the gills from just driving across. Not the ideal abatement, but they were "fucking with the dick they had." Hopefully, the wall and adequate enforcement measures really stem the flow of illegals.
They’re called vehicle walls, meant to stop cars, not people. They’re supposed to be used in more remote areas where crossings are often assisted with vehicles.

Much of the time, those were constructed by ICE themselves, based on what little funding they were provided.
Various other presidents promised to build walls, but only constructed tiny, flaccid, impotent walls because they weren't prepared to think big.
