Facial tracking software and cell phone tracking software. They have had lots of practice, they deploy these things at major sporting events. They know exactly who is sitting where in the stadium. They can combine facial recognition with cell phone data. There isnt much case law on it and getting a warrant isnt too hard considering the violence. Once they ID a suspect they can get further warrants.
