There are a few creative ways to track miscreants. Synthetic DNA has been used to discretely mark people who commit smash and grabs. There are also paintballs with UV or IR ink not visible to the naked eye or mixed with regular paint.
During the Cold War, the Soviets were able to track people in a way we never could figure out. One theory was they used insect pheromones.
