I'm 100% for a payroll tax break. Actually, I'll take it further. I don't want any income taxed, ever. As a society, you want people producing goods and services. The more they produce, the better off we all are.
Taxes are no different than fees. They discourage certain behavior. And I don't want people producing goods and services discouraged in any way. If you want to discourage something, discourage consumption of goods and services.
