First get rid of absentee and mail-in voting. THEN start requiring voter ID. Nobody has to show ID anyway, to get and cast an absentee/mail-in ballot, so that's where nearly all the fraud happens. Requiring voter ID for in-person voting won't make a dent in the fraud problem.
We should be pushing drive-through voting at this point. Voter ID is unlikely to happen this late and drive-through voting will allow people to social distance while still having to personally show up.

The polling place is the "real property" which the DOJ department of Civil Rights would officially occupy, not the ballots themselves. Entering a Federal facility requires a valid government issued ID. Federal facilities are routinely policed by Federal security forces of many types.
