Trump says what will give him what he actually wants. He's done this many times before. (Military funding -> border wall, etc)

Does he actually believe masks work, maybe. Does he want to force his opponents to either admit masks don't work or allow in person voting because masks are effective, maybe.

We will see one way or the other soon enough.
