I've had a few friends who managed ranges during their service to some effect. They've all said that the scariest time was when the non combat mos's had their range days. Being in the military does not automatically make you competent with firearms.

The only time a firearm is unloaded is when the person handling it is the only person around, the magazine has been emptied and the bolt cleared and you have looked through the bolt to make sure the chamber and barrel are clear. The only time you can point the muzzle towards a group, is when the action is broken on a double barrel. Even with an automatic with the bolt open, I make sure my muzzle is pointed in a safe direction at all times. We have become a weak nation because people have not grown up shooting.
