Allow me, if you will, for a spell of my cynicism. They aren't abolishing prisons out of any virtue of sorts, it's about the bottom line, the virtue is just the fluff. We all know prison and incarceration aren't going away. Whether you go to a prison or asylum it's splitting hairs, you will be involuntarily locked up if the state (or party) wills it. They just want to shift the burden to land somewhere else, that way "someone else" can appear evil, as they schlep their undesirables away from their city. It's an optics game. They aren't fixing anything. It will just be a passing of the buck while making themselves appear to take the high road. Just more smoke and mirrors bullshit.
