It doesn't encourage people reforming at all and makes guarding them more difficult. Considering how much we spend per prisoner (often close to or well above median income for the region) there is no reason we can't afford something far more reasonable.
Hell you could even give incentives for prisoners to do work programs and get better housing and food in return.
