Walmart never stopped serving maskless customers. Anyone who said they are medically exempt, or have a religious reason for not wearing a mask, was allowed to shop, and thanked for coming in. Anyone who refused to wear a mask without citing a reason was not to be barred entrance. At most, the "Health Ambassador" could inform a salaried member of management. The Manager then could, if they chose, remind the customer about the policy. If the customer still refused, and still did not cite a reason, the manager could, then, if they chose, and if police had already expressed a willingness to be called over mask-issues, call the police. The police then would ask the customer to leave and return with a mask.

During any of these three interactions, the customer could simply say "I am medically exempt" and right then and there it would end. Further, most Walmarts do NOT have local police who are willing to be called over masklessness. Further, most Walmarts do not have Management who would waste police time over this crap, or even actually CARE about this crap in the slightest. They comply with company policy and local mandates, as it is their job, as do I when on the clock. But at any step in the process that is left up to their discretion, they, at my store at least, just let it go. I've seen one of my own managers, when dealing with a Karen about to have a fit about another customer not wearing a mask (who may have been me, post-shift) let her know that we're not the police, and that any customer who has religious or medical reasons to not wear a mask are not to be discriminated against.
