CA did try to institute an 'exit tax' measure on its ballot a number of years ago. Anyone moving out would be required to fork over a percentage of their income before they'd be allowed to leave. I forget what the percentage was, though.
Can’t vote in next presidential election if you move. No matter the hiatus.
