He is dead because he thought he was untouchable because of the lack of action from law enforcement to fucking enforce the law in the past few months.
Was it avoidable? No. Stop enough cars at point enough guns at car windows you are going to get shot at some stage. I get te impression this wasn't the first car they have stopped and he was probably loving scaring the fuck out of people.
Its just this time he stopped someone who was ready from him. Probably in part of hearing stories they were stopping cars like this and the useless police doing fuck all about it.
