People are saying he was shooting the tires out. Which means several things:
You don't need 5 shots to shoot out a tire, so they are likely wrong about that.
Doing this would provoke one of two predictable reaction from the driver:
A: Gun it to gtfo of there, probably running down a relatively* innocent person or two, or.
B: Defend himself.
