There is more absurd to this picture. There is a "cart" on the back of that bicycle, where a couple of people could sit. So IDK what the purpose is. Kind of like a rickshaw and the driver gives people rides around Austin, for a fee? Or just "personal" use of some sort?
These are common in a few cities.. they're called pedicabs- usually electric assist and they make money driving drunk people around that don't want to take a regular cab. Usually the people that drive them are incredibly "colorful".
I lived right behind a garage for them. Some of those guys were definitely not all there- very friendly though. Better than being stuck working at Goodwill. And a lot of the color and rambunctious personality was a way to sell rides.

Yep, that's exactly what it is. I saw those the last time I was in Austin. Most of them had "Keep Austin Weird" stickers on them.
