another plausible hypothesis I've heard is that a company is gaming an online review system ("that's why they use your mailing info but a different phone number") which requires an actual shipment. the seeds are cheap, give the impression of a legit sale & allow their comrades to give a new company a glowing review

This is a tactic that Chinese sellers use on Amazon.

They create fake accounts with your address and order crap that they write glowing reviews for. Later, they merge the cheap crap with a higher priced product and that product inherits the sales metrics and reviews. They've got people inside Amazon or have hacked Amazon worker accounts that allow them to set this up.

I've heard morning glory. But we've had morning glory here all my life. It was one of the main weeds to chop out of tobacco fields. You didn't want to harvest tobacco that had morning glory vines in it.

Asian hornets destroy bee colonies. I guess it's not crazy after all to think Asian hornets recently found in the US were intentionally brought here to help destroy our ecosystems by preventing bees to pollinate.

I don't know which would be the correct agency... FBI? FDA? Postmaster General? But I would do a little research and forward them to law enforcement.
