there is no world in which everyone will comply. they know this very well. its a direct threat "comply or else" where they know there wont be 100% compliance. even if most gave them the compliance they wanted theyll go back and "punish" everyone for it.

this is actual tyranny. its not the most harmful by any means but technically is tyranny
