Whats weird is that a red dot at that range should be pretty accurate if its put on straight. I mean, a few moa at 15 feet is nothing.

My guess is that he was aiming for tires or something like other people said and he got popped before he could draw down the driver.

Agreed.

How anyone can miss the occupant/s while standing at the rear quarter panel is beyond me. No red dot required at that close range and position.

Seated in a car is an extremely vulnerable position to be in. Car occupants are sitting ducks in these situations. They are lucky to be alive.
