RGV covers a huge area so that 109 # isn't surprising. The area stretches all the way from South Padre Island to McAllen. There's 1.5 million people there, 95% Mexican. They are mostly obese, live with 4 generations in the house, and are generally unhealthy.
Less than 200 people have tested positive, and only 50 hospitalizations for covid, since march in Ventura, California.

And most of the newly hospitalized are from Mexico. Americans living in Mexico, Green Card holders, first responders, and Mexican citizens.
They come across the border for treatment and all the hospitals in the RGV are full. So they are flown to Houston, Amarillo, Corpus Christi, etc.
The ones coming across the CA border are flown to Southern California hospitals.
WHAT? Mexican medical services are shyt? Expatriots are running the border to get medical care..
