Depends on your experience putting together lowers. If you have the basic armorers tools which I'd consider pin and punch, tap hammer and castle nut wrench plus the desire to get in there and assemble those functioning components then I would recommend that 💯 over buying a complete lower receiver.
If you're a bit more advanced than that you can play around with upper assemblies but that is where I (usually) prefer to go with a complete assembled piece... there are so many out there you will have ALL the options. Pay attention to barrel manufacturer/length, and see what weight buffer is recommended for that to run smoothly.
Choose your optics set up and trigger wisely. I also like to run my ARs with an extended bolt release, this one is a Phase 5 (ebr v3), can't recommend those enough!

Any manufacturers you recommend and any you would avoid? I think I would prefer to build from parts rather than get a complete weapon so I can optimize the build.
I wanted to build an ar9 (which this is) so I've paired it here with a foxtrot Mike FM9 u/r.
Lower was a bit of a passion project, grabbed the stripped American flag Anderson from a local vet owned gun shop, then I needed select fire markings and a line engraved for the flag color fill. Lower $50 + $35 custom engraving great price all in for what I wanted it to be.
I had some spare parts left in the safe, takedown pins, springs, misc shit so I just bought an ar15 "oops" kit from brownells for 10 bucks vs a complete lower parts kit.
Daniel Defense pistol grip was unique to me since it included a built in trigger guard, I hadn't seen that and I liked the LEO textured look so I went for it.
Wanted the steel / contrast on the mag drop plus matches with Fostech binary trigger. Shelled out for nice optic (Steiner MRS) and the ridiculous trigger.
Already had the MS1 QD sling so that popped right onto the enhanced buffer setup which included a QD endplate. Running an extra heavy buffer because they recommend one and the 9mm mags are 5.56 with endomag conversion kit ☄
PTK AFG was sort of a lucky find, no one in town can keep afgs on their shelves right now so when I found it I just snagged it, I have magpul afg on my large cal pistol carbine.
