Definitely. I got a NJ approved one without the muzzle flash and it works great and good price. All Rugers are working man's guns, reliable and affordable compared to some brands.
For an inexpensive option, the Holosun is hard to beat; I prefer my EoTech in that area but it's at least twice the cost. As far as scopes go, a lot of people like the Steiner P4 line of optics. I've never shot one of those, but the glass on my Steiner T5xi-3-15x50 is crystal clear.

Not sure what your optics budget is, but the Sig Romeo 5 is an excellent budget red dot (approx $100), and the Holosun 510C is also great, though a bit pricier (approx $300). On my other rifle I’ve used a Primary Arms 1-6 LPVO scope which was a good budget option (again approx $300) and have since upgraded to a Vortex PST 1-6 which is absolutely fantastic, a great value for the money (approx $600).
Before you finalize your decision, decide what role you want to set your rifle up for. For CQB, red dot/holographic sights are king. For mid range, LPVO's are the way to go. Vortex's new offering is a 1-10x first focal plane optic and a lot of people are raving about it; I just dont have that kind of cash for that setup.
Whatever you finally decide on, remember to go out and train. Set aside money so that you can attend at least 1 full day class, and practice, practice, practice.
Try covering the objective lens and using the ACOG like a red dot and see if that works for you.
If you want a red dot and you're on a budget you can get a holosun 407c as a cheap RMR alternative and mount it either on top of the ACOG or at an angle for close-in shooting. LPVOs are cool, but they're much heavier and not as durable as an ACOG.
I love red dots, I just want magnification as well. For me, occluded eye aiming works as quickly up close as a red dot as long as I'm not shooting at weird angles, which, to be fair, could definitely happen in real life. It's nice having a red dot as well though as a backup sight.
Holosuns are pretty good and reasonably priced. I have one on my AR, which I built last month. Although, if you’re anything like me and kinda want the EoTech, but don’t want to spend the extra money, just get the fucking EoTech. You’ll save yourself money in the long run when you eventually buy an EoTech.
Like 95% of parts are compatible. In my research, Ruger and Colt are solid. But anything 5.56 and decent quality can be made better. But get that weapon in your hands sooner rather than later. You can swap the upper to be cqb, medium or long range to suit your needs.
Just get something in your hands. I might need you at my side if SHTF. 🇺🇲
Just a heads up, I work at a gun shop and we've had to send quite a few back for either the bolt getting stuck after someone fired a round or the breakdown pins being too big/holes being too small.
Did you get a great deal on it? MPR's from what I can tell are pricey as hell right now, even though I do quite like em, I don't like them enough to pay a grand for one lol.
I was around $7-850 after shipping, background check rifle costs.
For the record, everything was super smooth except background check. Over 3k in line and about a week wait. Guy in the store told me after 3 days I could have gotten it if the check is in pending.

It has a ton of history in the family and I love it. It's clunky, kicks like a fucking mule. But it is dead accurate, never jams and holds enough .45 rounds to take out any Antifa hopped up on bathsalts. I love this pistol. 1911 is the best sidearm imo.

Go with the Nikon P223 scope. Probably the best budget scope, that is basically a premium option, you can get.
