A good example is Simi Valley in neighboring Ventura County (but where thousands of cops live who work in LA County). It's called 'copland' for a reason.
Portland and Seattle are different, since they don't possess strong, thickly populated and more conservative suburban areas around them. The city dominates all, beyond some weirdos in the surrounding countryside.
Suffice to say, if rioters tried in LA what they've getting away with in Portland and Seattle, it would look very different.
