Decriminalize all drugs so they can be taxed, use the tax money to build a world class inpatient rehab program. If someone gets caught committing a crime because of their drug habit, they are required as part of their sentence to attend rehab. If they relapse or commit another drug related crime, permanent loss of all civil rights and they're remanded to a hellish island full of other drug convicts to fight for their life every day, and from which the only escape is death.
That's what we call compromise.
